Early in Paul’s career, he served as Assistant District Counsel for the United States Army Corps of Engineers (USACE), Baltimore District, representing USACE in connection with environmental law, real estate matters involving the acquisition, management, and disposal of real government property, as well as federal contract disputes litigation.
